Steinar R. Paulsen graduated from the Norwegian Naval Academy in 1964. He later continued bis studies at the Royal Navy's School of Naval Communications, Portsmouth and at the Royal Military College of Science, Shrivenham.
After his initial years as duty officer in various ships, Mr. Paulsen served as commanding officer - and squadron commander of FPBs, and later as commanding officer - and division commander of frigates.
Mr. Paulsen has served as the Navy's representative at the Defence Research Institute, he has been in charge of the Navy's procurement plans for communications - and encryption material and he was the Norwegian representative in Allied Naval Communications Agency for 5 years. His last position before leaving the Forces was Assistant Chief of Staff for Intelligence at the NATO Defence Head Quarter in Bodø, North Norway.
Mr. Paulsen left the Navy in 1985, when he was appointed Vice President in Teleplan AS and Norconsult AS' Resident Manager in Saudi Arabia (Teleplan AS was part of Norconsult AS). In 1989, be was transferred to Thailand as the Senior Resident Representative in South East Asia of a Joint Operation (telephone expansion projects) between Germany's Detecon (a subsidiary of Deutsche Telepost) and Teleplan AS. When this joint operation was dissolved after completed activities, he establisbed Norconsult's Representative Office for South East Asia in Bangkok.
Mr. Paulsen left Teleplan & Norconsult in 1993 to establish own businesses in Thailand. These ranged from management consultancy - & representation services to trading in steel products, through his company NAMACO in Bangkok.
In 1999, Mr. Paulsen was appointed Managing Director of PT. Blom Nusantara & Blom ASA's Chief Representative Far East, after ha ving assisted Blom ASA on occasion during his years in Bangkok.
Mr. Paulsen left the Blom Group on the 1 st of August 2002, from which date he was appointed Director without portfolio in HØEGH - OH ANS, after having worked for - and represented the company in Asia since 1997.
Following a change of watch in the Hoegh-family, Mr. Paulsen has been coordinating projects in Leif Hoegh Foundation since 2012.
Mr. Paulsen is a founding member of The Saga Heritage Foundation.
